SB 1907 by Sen. Glenn Hegar/ Rep. Tim Kleinschmidt allows CHL-students to have firearms in their personal locked vehicle when parked on a private or public university or college parking lot. A CHL-student could not be prosecuted but they were subject to the rule-making authority of the school and could be expelled. Passed and signed by Governor Perry.

SB 299 by Sen. Craig Estes/Rep. Kenneth Sheets provides language to clarify the unintentional display of a firearm by a concealed handgun licensee. The language changed from “failure to conceal” to “intentional display of a weapon in a public place” when force or deadly force is not authorized. Passed and Signed by Governor Perry

SB 864 by Sen. Donna Campbell/Rep. Dan Flynn reduces the number of hours for the initial CHL class. The bill does not touch the required materials, the written test, or firearm proficiency exam. Range qualification is still in place but no counts toward the required hours. Passed and Signed by Governor Perry

HB 48 by Rep. Dan Flynn/Sen. Donna Campbell creates in statute a process for renewing your CHL online without taking a renewal class. Passed and Signed by Governor Perry 6/14/13

HB 698 by Rep.Springer/Sen. Craig Estes requires access to digital fingerprinting not more than 25 miles from the applicant’s residence and is limited to counties with a population of 46,000 or less. This is specific to rural Texans who are forced to drive hundreds of miles for digital fingerprinting. Passed and Signed by Governor Perry 6/14/13

HB 3142 by Rep. Cecil Bell, Jr./Sen. Craig Estes repeals the SA/NA designation for the CHL license. No more gun categories. Passed and Signed by Governor Perry 6/14/13

HB 1421 by Rep. Perry/Sen. Craig Estes provides law enforcement agencies an option in statute to sell confiscated firearms to a federal firearm dealer (FFL) instead of destroying. After the cost of the sale and any other related charges, funds could stay with that law enforcement agency. Passed and Signed by Governor Perry

HB 333 by Rep. Guillen/ Sen. Hinojosa requires hotels and motels to provide advance notice if they prohibit firearms. Passed and Signed by Governor Perry

In a move to enhance safety for responsible citizens, military, and law enforcement alike, Magpul Industries is now shipping the PMAG 40 GEN M3. Several years in the making, the PMAG 40 was delayed while GEN M3 technology was perfected to insure the highest quality product and full compatibility with the USMC M27 IAR. With the same compatibility as the 30-round GEN M3, the PMAG 40 provides 10 more rounds of capacity before requiring a reload—which could be a lifesaving difference. This new “safe capacity” offering is ideally suited for those who may need to respond to multiple threats without extra rifle magazines carried on their person, or for military members looking for an extra margin of safety in high-tempo operations. Just 2 1/8″ longer than the 30-round version, the PMAG 40 is just as reliable, durable, and compatible as the PMAG 30. The optimized magazine spring can handle feeding at cyclic rates over 1150 rounds per minute, so the extra 10 rounds of safety comes with the ability to more than keep up with platforms such as the M249 SAW and the M27 IAR. Designed for and tested in the most demanding environments. Available and suitable for all responsible civilian and military applications.

Available now from select retailers and distributors – they are already on the way to those locations today, with full production underway. Also, to beat the July 1st deadline for ownership in Colorado, a small portion of the first batch of PMAG 40s will be available from the Boulder Airlift Program for direct sale to CO residents, regardless of previous orders. Limit 2 per customer for direct sales.

“It’s very easy to blame an inanimate object. Any kind of instrument in the wrong hands can be put to evil use. This comes down to intent — criminal behavior, accountability and responsibility,” Mr. Kollitides said in an exclusive interview last week. The killer’s mother, Nancy Lanza, taught her son to shoot and is said to have given him access to the gun safes.

“He killed the gun’s owner, stole her car, stole her gun and then went to a school and killed innocent kids. No background checks could have prevented that. He illegally obtained the guns,” he told me in his small New York office. “Only two things could have potentially stopped him: his mother locking up her guns and an armed guard. Even then, he could have driven his stolen car into a playground full of kids. He was intent on killing, which we know is already illegal.”

Gov. Rick Perry said Thursday that he will not be adding any more items to the special legislative session currently underway in Austin, disappointing lawmakers who wanted more on the agenda.

Perry made the announcement while signing a bill that will allow students and teachers to use religious greetings in public schools.

“Everything has been added to the call that can be added from a time perspective,” Perry told reporters.

The governor initially called the Legislature into special session last month to adopt political maps drawn by a federal court. But in the last week he has added to the agenda, calling for stricter abortion laws, more highway funding and a new sentencing law for juveniles convicted of capital crimes.

Conservatives welcomed the addition of key, partisan issues such as restricting where, when and how women may undergo abortions. But conservatives also wanted expanded gun rights.

Read the rest of the article: http://www.kxan.com/dpp/news/texas_lege/no-more-special-session-items-perry-says

There are few gun bills that have been proposed for this special session. I will go through my resources and compile a current status list tomorrow. Looks like if it hasn’t been brought to the table, then that’s it until 2015.

It simply refers to leaning backwards from the waist, so your shoulders are behind your belt line. Your head also leans back, like you’re trying to stop a nose bleed. It looks like you’re trying to shoot into a Category 5 Hurricane headwind.
