    It may not be true. At least according to http://www.politifact.com/truth-o-meter/statements/2013/aug/12/chain-email/united-nations-document-shared-social-media-says-c/ — however the distribution is listed as restricted, so they may be denying it. No real definitive answer here unfortunately.

    I did some more searching in the UN library and then Googled the document # in the upper right corner. the 4th link was to a board where some of the members did some of the same searches and checked the QR code which I could not.     Ed,

    I did a decode of the QR code in the lower right corner, and that resolved to http://www.un.org/ga/search/view_doc.asp?symbol=A/CN.10/L.70

    Manually browsing to http://www.un.org/ga/search/view_doc.asp?symbol=A/CN.11/L.72 resulted in a file not found error.

    I was unable to parse the barcode in the lower left corner.
